Are you still annoyed by loud b car speakers. If you could mute them, would you?

Am working with a sound engineer to develop a device that would dampen loud car speakers within a 50 foot radius of a given vehicle, building, or site of any sort. How would you feel about this sort of technology? It would be developed to decrease the output of the speakers. Thanks for your responses.
