Dirty brackish fish tank?

I recently converted my 10 gallon fish tank to brackish for my green spotted puffer. he is the only on in the tank but i have to clean it every week because of the huge amounts of black/green/rusty colored algae that builds up. i have a filter and everything so i don't know whats wrong and its really annoying...
