Pokemon Diamond: Did I mess up the storyline?

I went to Cave City, and the earthquake happened. Rowan told me to go to Lake Valor, and I did. I searched the whole lake and found nothing. Then, i read on various walkthroughs that the lake is supposed to be dried up, and there should have been people blocking the path. But neither of those are true in my game. Did I skip something, or what?
