I have a personal question about?

Is this normal or no, On the top of my I have like this big flabby thing and then under neath is the hole, I'm a little overweight but I seen some other chubby girls and other people they don't have that at all why is it there? It don't bother me, But to me it just always looks weird the rest is normal shape though, It's just flabby like I always wondered? Thanks I never really had so it's not from that.
