Landlord wont replace stove in Benton, Harbor Michigan?

I have a friend who lives in Benton, Harbor Michigan she has been without a stove for 4 months. Is there a tenant rights organization in Michigan she can contact? She has been going through this for 4 months now. Please help. Any suggestions would be appreciated. The rental agency provides the stove, She cant purchase one her self. Please help!
