Why is Obamas idea changing lightbulbs in Federal buildings flawed? Haz Mat clean up required,paid sick leave?

Think about it if one of the new efficient Mercury bulbs breaks it will take a Haz Mat team to clean it up,and any Federal employee in the room will get paid sick leave off for the migraines and stress the incident causes.
